ARC

The Masters Board assigns a member of the Board responsibilities for the Masters ARC / Landscaping Committee. The Board member becomes Chair of the Committee which is responsible for architectural and landscaping standards, and approval of any alterations. The specific duties of the Committee include:

Pelican Sound ARC

  • Approve or decline all Masters ARC applications
    • All ARC applications are submitted to the PS ARC Committee. The PS ARC coordinator will distribute completed applications to the PS ARC members, the Masters President and Masters ARC Chair.
    • Both PS ARC and Masters must approve the application.
    • The Masters President approves applications. The Masters ARC Chair should notify the Masters President if they believe the application should be declined. If an application involves a tree removal, plantings or other aesthetic issues, the site should first be visited.
    • If an application is declined, the declination notice must state where in the Masters documents this would be against the rules.
  • Quarterly inspections – Chair or a Committee member should accompany the PS ARC on their quarterly drive around. The PS ARC coordinator will schedule the drive around and notify Masters ARC Chair of all infractions. PS ARC coordinator will also notify homeowners of infractions.
  • Document review – The PS ARC committee periodically updates its documents; the key document is “The Pelican Sound Architectural Review Committee Guidelines and Procedures” along with its Exhibits. Masters will be asked for comments on any proposed changes. The Committee reviews and comments on the proposed changes for Masters Board consideration. The Masters Board reviews and in turns comments to the PS ARC. The Masters President casts their vote at the NVR meeting where changes are tabled for approval.
  • Record Keeping – the PS ARC Administration retains all ARC signed applications along with the ARC Committee decision.

Masters – ARC

  • Committee members – The Chair appoints members to the Committee as needed. Long standing members provide continuity in knowledge and experience while new members provide fresh perspective and allow interested community members to serve the community.
  • Monthly inspections – Chair and/or Committee members should accompany Greenscapes and our Property Managment Company on their monthly landscaping walk, scheduled each month .
  • Back yard reviews – Chair and/or Committee members should once a year undertake a back-yard inspection.
  • Arc violations based on Committee  community review are coordinated through Property management  for issuing communications to the resident for corrective action
  • Ad hoc visual inspections – All Committee members should be aware of the neighborhood surroundings. If signs or flags, dirty driveways, etc. are noticed, Cambridge should be notified and in turn they will send an email notice to the owner.  Here again we should quote PSARC or Masters ARC documents.  Sometimes a simple phone call from board member works also. 
  • Greenscapes ad-hoc maintenance proposals – Chair will review all such recommendations and where appropriate, approve.
  • Landscaping Contract – The Masters HOA usually signs two-year contracts with Greenscapes for landscaping services, mulch installation, tree trimming and various minor services on a fee for service basis.
  • Document review – The Committee periodically updates its two documents: “The Masters Neighborhood Association Architectural Standards and Procedures” and “The Masters Neighborhood Association Landscaping Responsibilities”. The Masters Board must approve changes.

House Painting

  • House Colors – The Committee maintains the Masters Color Framework, house color schemes and door color palette. Communicates all Board approved revisions to the PS ARC coordinator who maintains a central registry of current house color schemes and door colors.
  • House Painting – The Committee will oversee the house repainting projects undertaken periodically.  The Committee will also recommend appropriate annual budget required to build the reserve to cover the cost of periodic repainting.
