  •  Who is the current Board of Directors?

  • When does the Board Meet?

The Board is required to hold at least three meetings per year: Budget Planning, Budget Approval and Annual Meeting. Other meetings are at the discretion of the President as needed.

Official notices are emailed to all residents with the agenda prior to meetings and posted at the entry to our community.

All meetings are open for all residents to attend. The Secretary issues informational notes shortly after meeting. The official meeting minutes are published after approval at the next Board Meeting.

  •  When must I submit an ARC application for work to be performed?

 Generally, any change visible from street, neighbors or common property (golf course, Lakes) requires an ARC Application. The Masters is subject to Pelican Sound Golf & River Club ARC Rules and additional rules in the Masters ARC documents. The PS ARC Rules are on their website and can also be found along with Masters ARC documents on the Masters Web Site by clicking on the ARC item on the main menu.

  •  Where do I obtain and submit an ARC application?

The Masters Neighborhood ARC uses the Pelican Sound document. The Pelican Sound ARC application with instructions is available on our website. 

The process starts by submitting the completed application to the Pelican Sound Administrative Office. Your form will be recorded, scheduled for a PS ARC meeting. In addition, a copy is sent to the Masters NVR for review and approval. Approval or request for more information is sent electronically to your email after the PS ARC meeting.

  • When are community social events?

Events are held using Pelican Sound Facilities and our park in our neighborhood. Notices for signup are issued before events.

We have a community Bocce League on Friday afternoons from 3:00- 5:00 pm January through March. Sign up is mailed out late November each year. This is a fun, social event. Please join even if you have never played bocce before.

  • When is community garbage/recycle collection?

Collection is by Lee County each Tuesday morning for both recycle and garbage. Residents should put garbage cans out Monday nights and return inside before sundown on Tuesday.

If Monday is a legal holiday meaning Lee County doesn’t work then collection is Wednesday morning with recycle and garbage out Tuesday night. The trucks may arrive very early in the morning depending on the expected heat, especially in the late spring and summer months. This is why it is advised to put out your bins the night before. If you do miss the bin pick-up, then there is a community dumpster in the River Club pool parking lot.

  • What does my annual assessment pay for?

Your annual assessment pays for common services provided to the residents of the Masters. The Master’s Association does not own any real property.

Services provided include landscaping and irrigation, pest control, irrigation services, and rodent service. In addition, the Board reserves for painting houses, maintenance of mailboxes, and irrigation clocks.

Irrigation – Each home had irrigation equipment installed when built. There are monthly review services and repairs as need taken care of in our Master Landscaping Contract with Greenscapes. Should you choose to add or relocate plantings that may require irrigation extension, the homeowner is responsible for the cost of this modification. Greenscapes will automatically check that any new planting they install has proper watering.

  • What are the recent rules passed in 2025 Florida HOA Statutes for the benefit of residents?

 Florida Statute requires that an association of 100 homes or more maintain digital records accessible by Residents for their review and printing if needed.

The documents include: copy of By Laws and each amendment; copy of articles of incorporation and each amendment; copy of Declaration of covenants and each amendment; current rules of the Masters Association; Board Minutes and agendas; Financial records; Copies of Insurance policies; copy of current contracts; copies of Bids; Board Member Certification; all other written records of the association not specifically included in foregoing to operations.

The Masters Board requires Frankly Coastal, our management company, to maintain all statute required documents on their web site for resident access. You will need to phone Frankly Coastal for your password to be emailed to you. Your ID when signing on is your email address.

  • What does Frankly Coastal Property Management do for the Masters Association?

The property management firm works at the direction of the Board of Directors. Board members are volunteers: Therefore, time is spent assisting the Board in meeting all compliance issues with State and Local laws and codes. Customer service is provided to residents addressing community and neighborhood complaints and working with the Board on the implementing community guidelines and enforcement.

In addition to preparing for monthly and annual association meetings, Frankly Coastal property management prepares and generates balanced, accurate and fiscally responsible financial reports. They oversee in conjunction with the Board Treasurer and produce all accounting functions for the association including but not limited to, budget planning, accounts receivable, accounts payable, general ledger preparation and solicitation of sound financial investment advice.

They regularly inspect our community; review vendors work and obtain bids as requested by the Board. They have a web site which is responsible for maintaining documentation required by Florida statute for inspection by residents.

  • Renting my home, what procedures must I follow? 

Pelican Sound rules permit rentals with a minimum of 30 days. There are standard forms to be filled out by the renter and the owner, submitted to Pelican Sound Administrative Office for approval. They will circulate a copy to the Masters Association for approval. No dogs are allowed. Tenants should be made aware of Pelican Sound community regulations. Renters are not able to bring pets to their rental.
