Secretary’s Notes – December 8th Board Meeting

2022 Annual Budget

The Board approved the proposed 2022 Budget which provides for no increase in Resident Assessment for the 2022 calendar year. The ability to keep major vendors at no price increase, coupled with elimination of leaf cleaning, and offset by increased rodent control, permitted no change in assessment. All residents received detailed copies of the proposed budget on November.

Parking and Safety

The Board approved a resolution requesting PSGRC and RRCDD to assess and alleviate serious traffic hazard by vehicles parked on both sides of Masters Circle from Pelican Sound to the corner across the park.

The Board had received many complaints about road blockage with parking on both sides of the road. In addition, many vendors park on east side to use club bathroom facilities which are restricted to members only. Several issues noted that autos on east side just around the corner from stop sign on Masters Circle by the park, block the driver’s vision on incoming vehicles. The Board action is in response from many resident’s concerns.

The Board resolution will be sent by the President to PSGRC / RRCDD with Mr. Swanger and Mr. Jancin attending the RRCDD meeting on December 14, 2021. Communication already sent and confirmation received from RRCDD that issue will be discussed at December 14, 2021 memo.

Mail Boxes

Considerable discussion by meeting attendees on possible solution to mail box situation in the Masters with reference to Gleneagles solution of replacing mail boxes. The Board noted that the comments were appreciated but we needed to take a fresh look at our current situation and also review the Gleneagles solution once installed.

A new mail box Ad Hoc committee of Ben Bachrach and Celeste Eaton was appointed by the President. The President and Board Secretary had formed prior committee. They remain available to support committee new evaluation and recommendations. It was suggested we might want additional volunteers from prior year’s mail box reviews. This is a major expenditure under review for current board. We have been unsuccessful in achieving anticipated useful life of prior purchases in 2012 and 2017.

Recycling and Garbage Cans at Curb Side

A resident asked when cans can be placed at curb. PSGRC regulations state sundown prior day, a blast note will be sent to all residents.

December Agenda

Several topics were deferred till next meeting due to Heather Keel, Cambridge Property Manager had a baby at 2PM today- earlier than expected. Both mom and new baby are doing fine!

Many of you took time to sign the Thinking of You card created by Robin Zeig Greenwood at the Masters Welcome Back Party.

Below is the note of thanks from Sandy & Doug MacLeod:

We are so appreciative of all our neighbors in the Masters community and their
expression of caring, concern and prayers for Sandy and our family during this difficult time.

How great it is while going thru these sometimes dismal days to receive a poster card like this one you all sent, it lifts our spirits and encourages us thru the hard times.

The Lord has really blessed our lives in so many ways and one of them is allowing us to be part of the Masters community.

Thanks to each one and may God richly bless you all.
Doug and Sandy

Secretary’s Notes – October 28, 2021

  1. 2021 Outlook –Anticipate operating $2200+  favorable for the year

Major action items:

  • Eliminated proposed leaf clean up – $3900
  • Reduced mulch application for 2021 – Reduce cost $10, 000+
  • Replaced all rodent boxes in the Masters – $10,500
  • Increased Rodent service to mitigate problems – $2300
  • Sponsored increased canopy trees for neighborhood – $2000

2. 2022 Budget – Anticipate same assessment as 2021

   Key issues

  •    Board had negotiated Greenscapes 2022 rate (No Change) in 2021
  •    Rodent control – no rate increase over 2021

Issues of concern:

  • Cost of mulch increasing  – funds provided
  • Mailbox repairs – plan of action to be determined-added funds
  • Insurance costs up 10%

Minor

Administrative costs down due to the Masters Residents 100% sign up for electronic communications

3. OTHER

  • Tree Trimming – Greenscapes has discontinued their tree trimming, but has a firm handling their service . The Board has Cambridge looking at competitive bids. To date all bids received are in same dollar range. For the interim we will continue with Greenscapes’ vendor and evaluate service.
  • Mailboxes – Appearance of units continue to be a problem. PS ARC has asked we address issue. Our current problems with powder coated mailboxes are the same encountered by the Masters Board in 2017. Gleneagles has a similar problem – did repairs a year ago that have not lasted. Cambridge was asked to obtain quotes on mailbox repairs. Projected more than 50 boxes. This continues to be a major issue on Board future agenda.

ARC Guidelines & Applications

We recently encountered several situations with residents authorizing work without submitting an ARC application to Pelican Sound for approval, prior to work commencing.

One incident involved unapproved material being installed, that happened to be noticed, and stopped. The cost to the homeowner to have this material removed and replaced with approved materials would have been very high.

Given this incident, we remind you that exterior changes to houses in The Masters require an ARC application be submitted to Pelican Sound for approval prior to change commencing. Click Here for a copy of the application form.

We’d also like to bring to your attention the following four points:

1. Permits

  • Residents are responsible for obtaining a Village of Estero permit where required, before commencing work on exterior of residences.
  • If your contractor states they will do this on your behalf, the responsibility still lies with you to ensure the permit has been obtained.
  • Select internal work such as modifying electric service or plumbing also requires a Village permit.

2. Mailbox Base Lights

  • Lighting has been noted around the base of mailboxes. The Masters ARC Standards and Procedures states that, “Landscape lighting of any nature is not allowed around the base of mailboxes.”

3. Landscape Design

  • PS ARC documents state “Only wood chips or pine straw may be used as mulch unless the area is subject to soil or landscape material erosion.” In those cases, the PS ARC has permitted the use of 1-3 inch size landscaping rock that blends with the building.
  • A recent application was approved by PS ARC for mulch erosion and flooding which caused water and dirt to flow onto the lanai pavers. The lowering of mulch and installing stones was authorized to improve drainage.

4. Hardwood Trees

  • Residents are responsible for trimming hardwood trees on their property excluding the canopy trees in front yards.
  • Periodic trimming is essential to maintain health, appearance, and growth of trees.

A copy of the Pelican Sound ARC Guidelines and Procedures is available on the Pelican website. Please Click Here to review.
