  1. 2021 Outlook –Anticipate operating $2200+  favorable for the year

Major action items:

  • Eliminated proposed leaf clean up – $3900
  • Reduced mulch application for 2021 – Reduce cost $10, 000+
  • Replaced all rodent boxes in the Masters – $10,500
  • Increased Rodent service to mitigate problems – $2300
  • Sponsored increased canopy trees for neighborhood – $2000

2. 2022 Budget – Anticipate same assessment as 2021

   Key issues

  •    Board had negotiated Greenscapes 2022 rate (No Change) in 2021
  •    Rodent control – no rate increase over 2021

Issues of concern:

  • Cost of mulch increasing  – funds provided
  • Mailbox repairs – plan of action to be determined-added funds
  • Insurance costs up 10%

Minor

Administrative costs down due to the Masters Residents 100% sign up for electronic communications

3. OTHER

  • Tree Trimming – Greenscapes has discontinued their tree trimming, but has a firm handling their service . The Board has Cambridge looking at competitive bids. To date all bids received are in same dollar range. For the interim we will continue with Greenscapes’ vendor and evaluate service.
  • Mailboxes – Appearance of units continue to be a problem. PS ARC has asked we address issue. Our current problems with powder coated mailboxes are the same encountered by the Masters Board in 2017. Gleneagles has a similar problem – did repairs a year ago that have not lasted. Cambridge was asked to obtain quotes on mailbox repairs. Projected more than 50 boxes. This continues to be a major issue on Board future agenda.

ARC Guidelines & Applications

We recently encountered several situations with residents authorizing work without submitting an ARC application to Pelican Sound for approval, prior to work commencing.

One incident involved unapproved material being installed, that happened to be noticed, and stopped. The cost to the homeowner to have this material removed and replaced with approved materials would have been very high.

Given this incident, we remind you that exterior changes to houses in The Masters require an ARC application be submitted to Pelican Sound for approval prior to change commencing. Click Here for a copy of the application form.

We’d also like to bring to your attention the following four points:

1. Permits

  • Residents are responsible for obtaining a Village of Estero permit where required, before commencing work on exterior of residences.
  • If your contractor states they will do this on your behalf, the responsibility still lies with you to ensure the permit has been obtained.
  • Select internal work such as modifying electric service or plumbing also requires a Village permit.

2. Mailbox Base Lights

  • Lighting has been noted around the base of mailboxes. The Masters ARC Standards and Procedures states that, “Landscape lighting of any nature is not allowed around the base of mailboxes.”

3. Landscape Design

  • PS ARC documents state “Only wood chips or pine straw may be used as mulch unless the area is subject to soil or landscape material erosion.” In those cases, the PS ARC has permitted the use of 1-3 inch size landscaping rock that blends with the building.  
  • A recent application was approved by PS ARC for mulch erosion and flooding which caused water and dirt to flow onto the lanai pavers. The lowering of mulch and installing stones was authorized to improve drainage.

4. Hardwood Trees

  • Residents are responsible for trimming hardwood trees on their property excluding the canopy trees in front yards.
  • Periodic trimming is essential to maintain health, appearance, and growth of trees.

Golf Scramble

The shotgun start begins at 2:00 on the Lakes Course. Please be at the golf range and ready to play no later than 1:45. There will be prizes for closest to the pin on Hole #2 & Hole #6 for both women and men.

Golf Putting Contest

Golfers can proceed to the putting green after play. Non-golfers should arrive at 3:30. Please bring your putter and two golf balls.

Method: proceed to hole marked # 1. The committee starter will give you a scorecard for completion. Hand-in your completed scorecard to committee members at easel for logging.

Golf Cart Parking

The Pro Shop recommends parking all carts up on the range directly behind the putting green when attending event.

Secretary’s Notes – October 28, 2021 Board Meeting

1 – ARC Applications – Required for external changes in single family houses. Including Air Conditioning replacements.  Masters ARC will issue reminder to residents.

2 – Landscape Design – PS ARC documents state “Only wood chips or pine straw may be used as mulch unless the area subject to soil or landscape material erosion.”  In those cases the PS ARC has permitted the use of 1-3 inches of polished stones that blend with the building may be used.  A recent application was approved by PS ARC for mulch erosion and causing flooding impacting water and dirt on lanai pavers. The lowering of mulch and installing stones was authorized to improve drainage.

3 – Hardwood Trees – Residents are responsible for trimming hardwood trees on their property other than canopy trees in their front yards. Periodic trimming is essential to maintain health, appearance and growth of trees (similar to trimming of canopy trees).

PS ARC regulations (Section N) cover trimming of trees by vendors. Cambridge Property Management can provide a list of vendors, if needed.

4 – Greenscapes – Recommended mulch fronts only this time as 2020 mulch finished late in 2021 due to painting. The Board approved this one time change which reduced costs by approximately $12,000.

5 – Rodent Control – The Board approved replacing existing old rodent control boxes with new boxes at approximately a cost of $8200. This means every resident will have three new boxes as of end of 2021. In 2022, bait boxes will continue on a bi-monthly basis.

6 – Mailbox Program – Strong response from residents on relocating sprinklers to mitigate further damage to mailboxes. Cited by PS ARC on several mailbox appearances. Board discussed several options on next steps. The board will proceed to obtain costs/options.

It was pointed out during discussion that owners may not place lights, flags etc., in circle by mailboxes. Masters ARC will be contacting those residents with violations.

7 – Canopy Program –  Reported program completed as of September 2021.

8 – Vendor Review – Board conducted review with all vendors and several services have been enhanced. No further action required at this time, the project is considered complete.

9 – ARC Violations – Issues resolved or in process of being addressed.

10 – 2021 Financial Outlook – Board anticipates with actions taken we will have a positive surplus come December 31, 2021, assuming no unbudgeted items. The formal budget planning meeting is on November 5, 2021.

The Masters Welcome Back is scheduled for Sunday, November 7, 2021. The response has been favorable with move than 100 attendees. There still is time to sign-up and join the community in this annual event.

Board Minutes – June 15, 2021

Minutes from the Board of Directors Meeting held June 15, 2021via ZOOM Teleconference

Call to Order: The meeting was called to order at 2:00P.M.

Quorum- A quorum of the board was noted with the following Board Members Present: Don Jancin, Jim Swanger, Susan Cohen, Celeste Eaton and Dikran Ohannessian.

Proof of Notice – Notices were posted by per Florida statute.

Approval of Prior Meeting Minutes:

A Motion was made by Susan Cohen to waive the reading and approve the meeting minutes of April 14, 2021. The Motion was seconded by Jim Swanger and passed unanimously.

Officer’s Reports: None

Committee Reports: None

Management Report: Heather Keel, CAM reported that the bait boxes which were previously approved were installed and that the bait boxes within the Community were baited on June 11, 2021. The change to bi-monthly baiting was confirmed and is scheduled. The dates of the baiting of the boxes were provided to the Board of Directors via email previously.

In addition, Heather noted that she has been working on the matter of open violations with Board Members. Lastly, it was noted that the Cambridge Office will work on the individual letters to each homeowner in which the irrigation head adjacent to the mailbox is causing deterioration to the mailbox prematurely.

Old Business: None

New Business:

ARC Document Changes: Revisions and updates to The Masters Neighborhood Architectural Standards and Procedures and The Masters Neighborhood Association Landscaping Responsibilities were completed and sent to the owners prior to the meeting. There was one added change on front door screens to resident copy.

A Motion was made by Jim Swanger to accept the revised Neighborhood Architectural Standards and Procedures to become effective July 1, 2021. The Motion was seconded by Susan Cohen and passed unanimously.

A Motion was made by Don Jancin to accept the The Masters Neighborhood Association Landscaping Responsibilities to become effective July 1, 2021. The Motion was seconded by Susan Cohen and passed unanimously.

Vendor Analysis Project: It was noted that the Board is reviewing all vendors and quality of service. Members of the Board of Directors met with Cambridge Management to review communication and services.

ARC Violations: Three homes within The Masters have been identified as having violations. Each of the three homes have Areca Palms located on the property. In accordance with The Masters Neighborhood Association Landscaping Responsibilities, Areca Palms are not a permissible plant material for the community and are not permitted. Each of the three homeowners received communication prior to the meeting to allow them the opportunity to communicate on the subject. Correspondence was received from two of the three homes.

The Board discussed the matter which included prior Board action on Areca Palms and the consensus was that the Areca Palms must be removed. Letters will be sent to each of the owners by Property Management. Dikran Ohannessian and Don Jancin requested to review the letters prior to their mailing.

A Motion was made by Susan Cohen to uphold The Masters Neighborhood Association Landscaping Responsibilities and require the removal of the Areca Palms at the three homes noted. The Motion was seconded by Jim Swanger and it passed unanimously.

Adjournment: There being no further business to discuss, the meeting was adjourned at 2:27P.M.
